The new owner of a vehicle is eligible to file a claim on the car even if the insurance is still in the process of being transferred to him/her.

Yes, the new owner is eligible to file a claim. The only condition is that the request for transferring the car insurance policy should be received by the insurance company before the accident has occurred.
