On February 23, 2007, the Supreme Court of India has laid out a rule regarding emergency care. Any person injured, especially in cases of road or traffic accidents, assaults, etc., should be offered first aid, stabilized, and if required shifted to a higher centre or a government centre once they are brought to hospital or a medical centre.
After providing first aid, hospital authorities can go ahead with the police formalities.
If you are an onlooker, you need not worry about police formality, the main reason why people hesitate to lend a helping hand. An onlooker who helps bring a victim to the hospital can consider his/her duty as ended.
